are on a path that would have taken us about 6% below peak year spending, fiscal year 2010. historically budgets go down by 30% in build down times. while it may not be a strictly partisan difference, we do have a disjoint right now between where we have typically gone with defense cuts and where we presently are. i would note that the pressures on this are a lot deeper than just the budget control act. that's occupying a lot of attention right now, but two things are underlying it. the first is we are ending the wars. again that was something the administration at the pentagon stressed but our respondents seemed to favor in their spending decision, and also the debt reduction is important irrespective of the legislative vehicle that enacts it. the simpson-bowles debt reduction commission both saw $4 trillion of either revenue increase or spending cut needed in order to get our fiscal position in a stable spot, budget control act is a $2.1 trillion measure. which means that in all likelihood something is going to come after it. you are going to have to have something that will substitute for see
to center craig crapo. senate >> the u.s. economy continues to face significant challenges with the eurozone, a tax cliff, and our broader fiscal crisis which includes the need to address the impending solvency of the entitlement programs. a disappointing 8000 jobs were added in june, holding unemployment steady at 8.20. he warned congress what would happen if it did not address the fiscal cliff. knowing that this would have a significant impact on the recovery. according to cbo, if all the tax and spending measures under current law were to occur together, the economy would grow at just 0.5% compared to 4.4% expectation absent to these investors. one of the largest private owners of u.s. debt said we have until 2016 to contain our borrowing before bond investors dried up interest rates. others suggest the timetable could be much sooner. the lack of economic growth has some to call for further expansion of the $2.90 trillion balance sheet through a third round of quantitative easing. there are a lot of questions about how effective the first two rounds of quantitative easing has been, what t

i guess if i had one regret i guess it only took us two years to get here. but better let than never, senator mikulski, so tomorrow is another day. on a more personal note, i lost both my sisters to breast cancer. my only two sisters. . at a fairly young age. when my older sister died and we went to her funeral, her younger sister, sylvia, was there, and had no idea that she also had breast cancer. within two years she was dead also. and they left young families. they lived in rural areas, small towns. they didn't have any money. they didn't really have health care coverage. for them to go to get a checkup would have cost money. money that they could ill afford at that time. -- at that time. they had a number of kids. as i said they didn't have a lot of money. they didn't have health care benefits. it would have been different if they could have had this available to them. early checkups, early screenings. for both of them it was way too late by the time they discovered it. so this has a very personal, poignant meaning to me. i just hope that women in this country now will take

not my opinion, regulatory system is a kenard used by republicans to pursue an agenda supported by the business community year in and year out. nornede, it's a case of political opportumism. that's his opinion. not mine. my concern is if you ask economists on whether or not legislation -- many pieces of legislation that we baffed called jobs bills -- the gentleman has pointed that out -- economists say in the short term which is really what we need to do, we need to do in the short term and the long term is not going to create jobs. . this week we haven't done anything to create jobs. might i ask the gentleman, i didn't see it next week, do we expect the 32nd or 33rd vote on repealing the affordable care act either next week or week after or week after that? as the gentleman knows, c.b.s. opines we spent some 80 hours on that issue with whatever cost is attendant to that, do we -- you can answer both questions, i suppose, but certainly i would be interested and members would be interested to know whether or not we are going to have another vote on repealing the affordable care a
fact, the pelosi-led congress denied us a motion to recommit on 47 separate occasions. so i would say to the gentleman, again, the speaker has been consistent throughout. we intend to continue to strive towards an open process. we intend to offer you a motion to recommit, a stand-alone amendment if you want to offer a tax hike twice. that's our intention, yes, mr. speaker. mr. hoyer: i thank the gentleman, and i will interpret that, mr. speaker, as indicating that if we choose to offer as an amendment the bill that passed the senate, which ensures that there will be no tax increase on 98% of americans, that we would be allowed to offer that bill and it would be protected under the rule in such waivers that are necessary will be extended. that's how i interpret that. if i'm wrong, perhaps the majority leader can correct me. i don't want to -- parse words or lead to confusion. . i know what the senate bill is. and it is at this point in time our intention to offer that senate bill as an amendment to the bill that's offered on this floor. so i would hope that our understanding is con

they could do it cheaper. give us a special model out there and launch it as a pilot and we'll show you how we can do these special programming and give us a return. well, after reviewing now what is a history of all of that, it was deemed that there were overpayments anywhere between 12% and 14%, so the dollars were slid over to programs like filling the doughnut hole and providing for screenings for our seniors. not taking it away from a category of health care consumers. in this case, an aged demographic of seniors, but taking those savings as we sweep those savings and reinvesting them in a way that provides balance, more sensitivity for the consumer rather than having record profits developed for an industry. to me that was progressive policy, and for people to then take those savings and use them in their own budget presentations for other purposes was disingenuous. now, when you talk about the efforts today of the affordable care act to include an exchange, what i think is oftentimes, representative garamendi, sometimes people see this as a public exchange that will be run by the gov
the state's by eliminating expectation of government bailouts, respond to the emerging threats of the u.s. financial system. how is the council doing? those are your three major goals. >> i would say it is a little early still. i will tell you what i think the main challenge is. we have a very complicated system of financial oversight that involved a lot of different agencies. they are writing a set of rules that are very complicated by a very -- by definition. we have an interest making sure they do that stuff carefully with all necessary speed but in a way where they are not treating new opportunities and incentives for people to move risk to where regulations are softer. the council, congress did not give council the authority to override the independent jurisdiction authority of those agencies. >> can you give us examples of measures to have taken to protect and ensure there are not any type of -- there are not any -- >> i think you have to look at the scale of changes that have been put in place in our system, not just the measures we took in the financial emergency but the reforms.
economy. we have differences in our tariffs. that causes us to borrow money. the light borrowing against the store. in host: i heard tariffs in those comments. is there a trade policy and are we playing on a level playing field? maybe you can pick up that point. >guest: one of the big issues in terms of trade policy is how the u.s. responds and crafts its relationship with china. as of last year, the senate passed a tough bill to clamp down on the chinese currency manipulation. china would not call of manipulation, obviously. the bill was in the house but it is opposed by the obama administration. they don't want to hurt their relationship with china and house republicans have no intention of bringing this up. on the other hand, mitt romney has said he will declare china a currency manipulator on the first day of his presidency. it is on clearview will follow through with that because there are real geopolitical consequences to that. that is something we are seeing in the campaign. host: back to the farm bill -- if there were an emergency measure, how would the politics of that play out?
